Subsidiary of EDS, an HP Company, to Modernize Washington State Unemployment Insurance Tax System

HERNDON, Va., Oct. 15, 2008

EDS, an HP company, announced that Saber Government Solutions, its non-healthcare U.S. state and local government subsidiary, has been awarded a $24 million contract to develop and design the new tax system for the Washington Employment Security Department (WA ESD).

The Next-Generation Tax System will replace the state’s antiquated TAXIS/WAGES system, which supports the unemployment insurance (UI) tax program. The UI tax program provides benefits from the UI Trust Fund to those who are temporarily unemployed.

The Saber solution will allow WA ESD to efficiently collect taxes and investigate fraud, accurately manage tax rates and benefits paid, provide a convenient portal for employers to register, and allow the WA ESD to maintain the integrity of the UI Trust Fund. Additionally, WA ESD will gain the ability to accommodate future state UI tax law changes.

Under the Next-Generation Tax System contract, Saber will perform project management, data conversion, business analysis, and application development and testing with the assistance of the WA ESD staff. As a result, the new system will improve UI tax functions such as employer registration, tax calculation, wage reporting, general ledger support, field auditing and collections.
