EDS GM New Vehicle Purchase Program (U.S.)


This page outlines the current EDS General Motors (GM) New Vehicle Purchase Program available for EDS employees and retirees. Under the program, eligible participants (in the United States) can buy new GM vehicles at a discounted price. The GM Vehicle Purchase Program price is the same whether you are buying or leasing a new GM vehicle out of dealer stock or ordering it. Effective on vehicles ordered on or after September 1, 2002, a single participant price appears on the GMS line of the dealer invoice.


As part of the ongoing integration of HP and EDS benefit programs, this program will end and HP will be adopting the separate GM supplier discount program for the combined company effective November 1, 2009.

The new program is not available to retirees, but retirees will continue to have access to other automotive discount programs offered as part of the broader set of HP Retiree Programs.

Effective immediately, U.S. employees and retirees can access HP’s web site for other automotive discounts at http://beneplace.com/hp_employee/discounts/home.jsp. Some discounts require a user name and password so you will need to follow the instructions for accessing outlined on the site.

Eligibility

The discount program will continue to be available through October 31, 2009 for employees on the EDS Payroll and retirees in the system as of September 15, 2009.

The current guidelines (valid through October 31, 2009) governing the GM Employee New Vehicle Purchase Program for EDS employees and retirees in the United States are described as follows:

  • The GM Employee New Vehicle Purchase Program is available to eligible EDS employees and retirees until October 31, 2009. This includes General Motors, Saturn, Hummer and SAAB vehicles.
  • All full-time EDS employees, retirees, surviving spouses, and immediate family members are eligible. Immediate family member eligibility has been extended to include brothers- and sisters-in-law (siblings' spouses and spouses' siblings), sons- and daughters-in-law, stepbrothers and stepsisters, and grandchildren and step-grandchildren. Surviving spouses may also sponsor full, half-, and step-siblings of deceased EDS employees or retirees.

Authorization Numbers (obtained by October 31, 2009)

Eligible employees and retirees are able to request and receive an authorization number by visiting the GM Family First Web site at www.gmfamilyfirst.com or calling the GM Vehicle Purchase Center at 1 800 235 4646. By choosing the automated authorization request line and providing your date of birth, ZIP code, home phone number and relationship to the employee/retiree (if not the employee or retiree), an authorization number will be provided.

Under the program guidelines, the authorization number must be presented to the dealer when the vehicle is selected. The vehicle will be priced at dealer's cost from GM, plus the cost the dealer incurs to stock and market the vehicle (usually about 2.5 percent MSRP). The GMS price is pre-printed on the dealer invoice.

Dealer Participation

General Motors sets eligibility and program requirements on all of their vehicle discount programs, but dealers are not required to participate in them. If you need assistance finding the location of the dealer nearest you, refer to the vehicle list below and call its Customer Assistance Center.

Important Information

The Internal Revenue Service regards the value of the employee discounts under General Motors' New Vehicle Purchase Program (GMNVPP) and/or General Motors' Vehicle Tagging System as a taxable fringe benefit. Employees and retirees are responsible for potential tax liability, if any, on discounts obtained through GMVPP and/or Vehicle Tagging System.

For years, GM has offered EDS employees/retirees and their families the same discount prices available to workers at other companies participating in GMNVPP.

EDS has contested and will continue to contest the IRS' position that any portion of the discount provided by GM is a taxable fringe benefit.

Until EDS receives a favorable decision from the IRS or a court, it recommends that employees or retirees consult with their tax adviser about any federal or state income tax or payroll tax consequences of buying or leasing a vehicle through the GM discount program.

Note: GM's decision in no way changes its current marketing policy to offer GMNVPP to EDS employees.

Questions and Answers

  • What do I do if I am not sure who in my family purchased a vehicle using my discount? The GM Vehicle Purchase Center has the necessary information to determine who purchased a vehicle. They can be reached at 1 800 235 4646.
  • What do I do if I did not authorize a purchase? You must call the GM Vehicle Purchase Center at 1 800 235 4646 and find out who purchased the vehicle. Once a determination is made that you did not authorize this purchase then GM will work with you to resolve the issue.
  • Who determined the changes to this discount? General Motors sets eligibility requirements on all of its vehicle discount programs.
  • What is the process for obtaining an authorization number? U.S. employees and retirees should visit the GM Family First web site at www.gmfamilyfirst.com or call the GM Vehicle Purchase Center at 1 800 235 4646. By choosing the automated authorization request line and providing your date of birth, ZIP code, home phone number and relationship to the employee/retiree, an authorization number will be provided.
  • Are all GM vehicles eligible for the New Vehicle Purchase Program pricing? Buick, Chevrolet, Pontiac, GMC, Saturn, Hummer, and Cadillac vehicles are eligible to receive the discounted pricing, although certain models may be excluded periodically.
  • Are dealers required to participate in the GM New Vehicle Purchase Program? No. Participation in the GM New Vehicle Purchase Program is at the discretion of the dealer and may vary from vehicle to vehicle.
  • Are the GMS pricing option always the best option for EDS employees/retirees? In most cases, yes. However, it is always in the best interest of EDS employees and retirees to find out what the dealership will negotiate outside of using the authorization number. Some things to take into consideration are tax liabilities faced by using the authorization number, and dealership rebates. In some cases, the dealership maybe able to offer you a deal of greater value by offering a price greater than GMS, but less than GMS after EDS tax.
  • How many certificates may I claim during a single model year? You may purchase/lease and/or sponsor the purchase/lease of a combined total of six (6) new vehicles each model year.
