Here are answers to questions frequently asked questions by applicants about the HP U.S. Microenterprise Development Program.

In the RFP you say that these grants are going to nonprofit organizations that support microenterprises – “the smallest of small businesses.” What is your definition of a microenterprise?

A microenterprise is a business with five or fewer employees, which requires $35,000 or less in start up capital, and which does not have access to the traditional commercial banking sector.

Can our organization request different equipment than what is listed in the RFP as the grant awards package?

No. The award packages for this grant have been predetermined and no substitutions can be made.

Can the cash in the grant award be used to purchase additional computer equipment?

The cash award is intended to help cover costs related to the purchase of software required to make the donated equipment usable in a training setting. In addition, the cash is intended to help cover costs related to the installation and ongoing support of the donated equipment.

What are the model or product numbers for each of the HP products listed in the RFP, and which will be awarded with this grant?

The exact model and product numbers for the equipment packages have not yet been determined because they will be based on availability at the time that the grant awards are made.

Can for-profit institutions apply for this grant?

No. The grant award is given by HP as a philanthropic gift, so only not-for-profit 501(c)3 institutions are eligible to apply.  

Why are chambers of commerce and government organizations not eligible to apply for this grant?

This grant is targeted to nonprofit 501(c)3 organizations and institutions of higher learning that are providing start-up assistance, business training, access to capital and advice to microenterprises.

My organization got an HP grant a few years ago. Can we apply for the 2007 HP Microenterprise Development Program grant?

Organizations that have received grants from HP in 2003, 2004, 2005 or 2006 are not eligible to receive a 2007 HP Microenterprise Development Program grant.

I would like to submit information for consideration in addition to my online application. Where can I send this information?

HP will not accept any information in addition to your online application. If you reference a URL in your application for additional information about your project, the URL will be removed prior to the commencement of the review process.

Can a community college that offers business classes to small businesses apply for this grant?

Community colleges and other higher education institutions that have programs that include all of the elements listed in the “Eligibility Requirements” in the Request for Proposals (RFP), may apply for this grant.

Who pays for the travel and lodging for recipients of this grant to attend the AEO conference and recipient symposium in spring 2008?

HP will provide registration, travel and lodging for one participant from each grant recipient organization.

On the online application you will ask applicants to "Provide the percentage of clients who have incomes at or below 150% of the federal poverty level as defined by the U.S. Department of Health and Human Services." Where can I find out what 150% of the federal poverty level is?
