The Sacramento Police Department Teams With Compaq to Fight Crime

SACPD Deploys Advanced Technology in Police Cruisers, Copters

HOUSTON, TX and SACRAMENTO, CA, May 2, 2002

The first of 190 high-tech police cruisers are rolling onto the streets of Sacramento equipped with state-of-the-art crime fighting tools like in-car computing, secure Radio-IP data networking, and helicopter video downlink capability—all the result of a mobile communications overhaul led by the Sacramento Police Department IT staff in partnership with a team of experts from Compaq Computer Corporation (NYSE: CPQ).

The Sacramento Police Department (SACPD) is working with Compaq Global Services to upgrade systems and develop state-of-the-art law enforcement/technology solutions.

"Compaq's staff has also been invaluable in dealing with the unexpected challenges that invariably arise during the implementation of a multifaceted project. The end result of these efforts is a system that is an order of magnitude more capable than the one it replaces, with considerable improvements in the efficiency of our staff and attendant public safety benefits."

The comprehensive law enforcement solution selected by the SACPD includes:

  • Private 800 Mhz DataRadio Network
  • TCP/IP over radio frequencies
  • Mobile computer solutions
  • Vehicle design and testing
  • Computer Aided Dispatch (CAD)
  • Record Management Systems (RMS)
  • Mobile field reporting
  • Integrated GPS systems
  • Automated Vehicle Locator (AVL)
  • Mobile mapping for car and helicopter
  • Helicopter video downlink

"Having a role in bringing the technology together into a solution that enables the Sacramento Police Department to dispatch officers, access and manage records and communicate via radio over a secure network was very gratifying work for Compaq," said ML Krakauer, vice president of Compaq Global Services in North America. "It demonstrates how technology and services, combined into a total solution, can make a difference in the lives of the citizens of Sacramento and the brave police officers who protect them every day."

Compaq started working with SACPD in 1997 when it assisted in evaluating and stress-testing potential CAD/RMS vendor solutions. Through this process, the SACPD technical team and Compaq developed scenario-based load tests and used Compaq lab facilities to emulate police dispatch, records management, and mobile computing.

"In addition to needing a new dispatch and records system, SACPD lacked an underlying data radio infrastructure," said Mark Bateson, Compaq senior solution architect. "The Sacramento City Telecommunications team conducted an in-depth analysis and selected the DataRadio Corporation to provide the new private RF Infrastructure. Working with Compaq, the SACPD IT staff selected Radio-IP to implement TCP/IP connectivity to the patrol cars."

Radio-IP

Radio-IP's RadioRouter provides the secure network used by the SACPD communications solution. The software optimizes TCP/IP by removing unnecessary overhead, eliminating duplicate packets generated by the TCP/IP protocol and uses the radio network's confirmation, ensuring security of the information that is transferred.

"With the RadioRouter solution, SACPD gets the best of both worlds. Over-the-air RadioRouter takes advantage of the Radio vendor protocol while at the same time providing the benefits of a power compression and encryption engine," said Alain Adam, president of Radio-IP. "RadioRouter, combined with the DataRadio RF infrastructure, is really a double bonus, because not only do they get a high performance solution, but they also get compressed and embedded GPS information from each patrol car reported to our RadioRouter server."
