Under the California Electronic Waste Recycling Act of 2003 (known as SB20), retailers (and HP Partners) selling or leasing in California video display devices covered by the law must collect a fee from the consumer at the time of purchase. Retailers and HP Partners are allowed to keep 3% of that fee amount to cover their administrative costs. The remainder of the fee must be remitted to the California Board of Equalization. Retailers and HP Partners should monitor the California Integrated Waste Management Board's website (www.ciwmb.ca.gov/electronics/Act2003) for updates and guidance.

- Computer monitors containing CRTs
- Laptop computers with liquid crystal display (LCD) screens
- LCD containing desktop monitors
- Televisions containing CRTs
- Televisions containing LCD screens

- Portable DVD players containing LCD screens
The initial fees were established by the Legislature in SB20 as of January 1, 2005. In June, 2008, The California Integrated Waste Management Board acted to increase the fees to maintain the solvency of the Electronics Recycling Fund. The new fee amounts effective January 1, 2009 are shown in the table below.
