Under the California Electronic Waste Recycling Act of 2003 (known as SB20), retailers (and HP Partners) selling or leasing in California video display devices covered by the law must collect a fee from the consumer at the time of purchase. Retailers and HP Partners are allowed to keep 3% of that fee amount to cover their administrative costs. The remainder of the fee must be remitted to the California Board of Equalization. Retailers and HP Partners should monitor the CalRecycle website (http://www.calrecycle.ca.gov/electronics/Act2003/) for updates and guidance.
- Cathode ray tube containing devices (CRT devices)
- Cathode ray tubes (CRTs)
- Computer monitors containing CRTs
- Laptop computers with liquid crystal display (LCD) screens
- LCD containing desktop monitors
- Televisions containing CRTs
- Televisions containing LCD screens
- Plasma televisions
- Portable DVD players containing LCD screens
The initial fees were established by the Legislature as of January 1, 2005. CalRecycle has the authority to review and change the fees every two years as necessary to keep the Electronics Recycling Fund solvent. The last fee adjustment went into effect on January 1, 2011. Current fee levels are shown in the table below.

- All-in-One/Touchsmart PCs with integrated
LCD monitors
- Laptop computers with LCD screens
(includes netbooks, ultra portables, mini-books)
- Touchpad Tablet PCs (manufactured during
several months of 2011)
