HP is avidly watching the discussions to update our nation's telecommunications laws as the long-awaited "convergence" is finally becoming a reality in the marketplace. HP leads this advancement with offerings ranging from consumer handhelds, media center PCs and televisions, to network infrastructure for the largest communications carriers and entertainment companies in the world. HP believes that public policy decisions should promote the deployment of affordable new technologies and the widest range of applications and services to further transform the consumer experience and business efficiencies. With that in mind, policy makers should follow certain core principles:
 |
| • |
Foster competition across platforms and providers |
| • |
Narrowly target regulation, only when necessary |
| • |
Promote network neutrality principles without burdening the Internet with unnecessary recognition |
| • |
Recognize the national and global nature of these services |
| • |
Eliminate regulatory barriers to investment |
| • |
Reform spectrum policies to reduce artificial "scarcity" and allow for flexible use |
| • |
Retain consumer protections and continue to advance public interest objectives |
