Following are HP's federal priority policies across our three principal policy platforms: innovation/competitiveness, market access and environmental responsibility.

Innovation & competitiveness

Research & Development Tax Credit: Enactment of a seamless, strengthened R&D credit that includes Alternative Simplified Credit.
Research & development funding: The National Science Foundation should be fully funded to encourage breakthrough innovations in nanotechnology and other sciences.
Patent reform: Changes are needed in our legal system to address disruptions to innovation caused by speculative litigation and to improve patent quality.
U.S. National Science Foundation (NSF): Increase funding for research and development programs at NSF.
Education & workforce training: Participate in public-private partnerships to maintain and grow global competitiveness through increased funding and philanthropic donations to the science, technology, engineering and mathematics (STEM) fields.
Immigration: Lead the effort to enable companies to recruit and retain the talent necessary in a worldwide economy, including the use of visas for highly skilled workers.

Market access

Trade: Free trade agreements between the United States and other nations are integral to opening global markets to American

» Customs modernization and trade facilitation
» Transparency in government procurement
» Liberalization of information technology services

China: Open Chinese markets and promote the highest codes of conduct for business practices.

Export controls : Support a balanced approach to export controls, including bringing knowledge controls up-to-date so that important trade partners do not pose security or proliferation risks.

Environmental responsibility

E-recycling/e-waste: Promote electronics recycling in a cost effective, environmentally sound manner through the enactment of legislation based on the principle of shared responsibility, the adoption of tax credits for recycling and the elimination of regulatory obstacles.

Energy efficiency: HP understands and recognizes the significant and growing importance of energy consumption and energy efficiency in terms of impact on the environment, and as part of social responsibility. This recognition is reflected in the design of HP products as well as the way the company does business day to day.
