HP believes innovation increases productivity and competitiveness, leading to job creation and economic development.  Accordingly, HP supports public policies that maximize the ability of individuals and companies to innovate in order to benefit our citizens, strengthen the U.S. economy, and help U.S.-based companies succeed in the global marketplace.

Innovation & competitiveness

Patent reform Reform the patent system to address disruptions to innovation caused by systemic imbalances in the current system and to improve patent quality.

Research & Development Tax Credit:  Restore the effectiveness of the R&D Tax Credit by simplifying, strengthening and making it permanent.  (S.41)

Increase U.S. Investment in Basic Research:  Double funding over ten years for key Federal agencies that support science and engineering.

Education: Strengthen math and science education by attracting skilled teachers, providing professional development and increasing access to and incentives for high school students to take challenging math and science courses.  

Immigration:  Enable companies to recruit and retain the talent necessary in a worldwide economy, including reforming the visa system for highly skilled workers.

Health IT: Promote the adoption of Health IT through the establishment of commonly accepted interoperable standards, funding for innovative Health IT pilots and incentives to encourage use of electronic health records. 


Market access

Open Trade: Renew Presidential Trade Promotion Authority (TPA) and adopt meaningful free trade agreements that reduce tariffs, eliminate redundant testing and certification, liberalize IT-related services, and encourage non-discriminatory, transparent government procurement.

» Customs modernization and trade facilitation
» Transparency in government procurement
» Liberalization of information technology services

ChinaOpen Chinese markets and promote a strong bilateral trade relationship between the U.S. and China. 

Export controls: Support a balanced approach to export controls, including bringing knowledge controls up-to-date for important trade partners that do not pose security or proliferation risks.

Environmental responsibility

E-recycling/e-waste: Promote electronics recycling in a cost effective, environmentally sound manner through the enactment of legislation based on the principle of shared responsibility, the adoption of tax credits for recycling and the elimination of regulatory obstacles.

Energy efficiency: HP understands and recognizes the significant and growing importance of energy consumption and energy efficiency in terms of impact on the environment, and as part of social responsibility. This recognition is reflected in the design of HP products as well as the way the company does business day to day.
