Where in the World is Athena used?

Athena Customs Invoice System The Athena Customs Invoice System is a replacement for the ICRebill customs invoice printing function. ICRebill is  obsolete and is being replaced by Eiffel, the CFR financial system. Due to the scope and focus of Eiffel, it was decided that they could not provide customs invoices as part of their deliverables.

Athena is a client/server application. The server receives billing transactions in the form of OPCIC's from both WWKrako, Hear and other 'Heart bypass' applications. The server also received Idoc billing files from the CLF SAP instance. The server selects the fields from the record that are needed on the customs invoice. Queries are made to CLASS for the importing country's HTS, the ECCN, and if requested the CLASS commercial description. This information is returned to the server and incorporated into the invoice file. The server then formats the invoice per the country requirement (i.e., bundling values, bundling options). Invoice files are then transmitted to the client via HP mail network to the users' email accounts.

The client is a Windows application installed on a PC. Users can configure the client to better support their local needs using a Setup function. The user accesses their unique Athena account to download new invoice files to the Athena client. Invoices can be reviewed on screen and select data elements edited as needed. Invoices can be combined into a summary invoice and printed either separately or in batches. Invoices can be retained in the database for the length of time the user requires. Invoices are also retained in the cc:mail account for as long as the user requires. The server retains the invoice for 30 days following receipt. This provides for three invoice backup solutions.

The client can group invoices and manage them by entry declaration. An electronic file can be created which can be loaded onto the customs broker's import system in support of a paperless environment.

The Athena client provides a simple history database that keeps a record of the invoice prior to editing. The client also has two error correcting functions to be used as disaster recovery (e.g., power loss, Windows error) functions.

Installation of Athena at an HP Site Installation of the HPC Athena Customs Invoice System includes the following services:

One week (5 days) environment of on-site setup analysis:
  • Define local invoice requirements.
  • Delivery and printing requirements.
  • Process consulting/analysis and recommendations for improvements.
  • Identification and routing of all qualified billings for the country.
  • Characterization of port requirements for multi-port activity including routing of invoices to appropriate port(s).
  • Hardware setup analysis and recommendation.
  • User and local IT support training including Learning / User's Guide and Athena PC software.
  • Risk analysis, disaster recovery consulting.
One week (5 days) testing following setup and user training before moving into production.

Geographically centralized on-line support for Americas,  Asia Pacific and Europe.

Business process support for Latin America users.

User resource web site.

Geographiacally centralized user support is provided to all Athena users in Asia Pacific,  the Americas and Europe.
Installation of Athena PC at a Non- HP Site Installation of the HPC Athena Customs Invoice System includes the following services:

    6 days environment setup analysis on-site:
  • Define invoice.
  • Define delivery and printing requirements.
  • Process consulting/analysis and recommendations for improvements.
  • Setup of e-mail service and standard connection testing.
  • Identification and routing of all qualified billings for the country.
  • Characterization of port requirements for multi-port activity including routing of invoices to appropriate port(s).
  • Hardware analysis, setup, and recommendation.
  • User and local IT support training including Learning / User's Guide and Athena PC software.
  • Risk analysis, disaster recovery consulting.

8 days testing following setup and user training before moving into production

Geographically centralized on-line support for Americas, Asia Pacific and Europe.

Business process support for Latin America users.

User resource web site.

Geographiacally centralized user support is provided to all Athena users in Asia Pacific, Europe and the Americas.
Development and Athena User Forum Athena was designed by and for the HP Customs community. Athena is designed to provide country specific customs invoices for import. All requests involving development will be reviewed, accepted or declined, and prioritized by the forum.

All development activities will be fully funded by the forum unless otherwise stated. Development will be managed and staffed by HPC unless otherwise stated.
